Una proposta. Non ho trovato un corrispondente in inglese, ma, dopo aver saputo di cosa si tratta, ho tradotto cosi questo termine.
La casella di posta aperta è riservata ad utenti che ricevono grossi quantitativi di posta. La casella di pista aperta è un box che si trova all interno dell ufficio postale. L utente dovrà rivolgersi al desk per ritirare la corrispondenza. Le normali cassette postali sono in metallo, sono dotate di una chiave ed è avcessibile all esterno dell ufficio postale.

Specufico meglio la casella di posta aperta è un contenitore di grandi dime sioni rispstto ad una normale cassetta postale in metallo mu.ita di chiave ( quelle che si vedono all estrni devlu uffici postali). Queste non hanno chiave e la posta è consegnata da un impiegato all intestatario della cassetta aperta

Well, Mr Garrett in Italy we have got locked p.o.bo. and unlocked p.o.box.
The difference is that : locked p.o.b. have got a key ( small, medium, big size).
Unlocked p.o.box doesn't have the key. It's an opened box. It's located inside the building of the post office. It's reserved who receive a lot of letters ( Companies, City Hall, etc )

In the sense 'it can be checked by more than one recipient'

Since it is in the context of "Bandi di gara e contratti" or "Calls for tenders and contracts" could it be that the tender for post boxes is open?
