How would you translate "tutela militar"? The context is the transition from military dictatorship to democracy, but with "tutela militar". I'm not sure if it refers to the military being protected (from punishment from past abuses - because protection is one definition of tutela) or more like tutelage or military oversight of the government. Does anyone know how it is used? Seems to have been used a lot in Brazil, though I'm translating a Spanish document.
