Hebrew to English Other Real Estate From a presentation to investors

The term appears in relation to a particular real estate development project, and corresponds to a monetary amount.

My guess (which I'm unsure about) is "Surplus balance not yet withdrawn". I also found that עודפים can be "retained earnings" as well.
