If you want a literal translation, any of the synonyms of vagrancy can work; think how someone who doesn't work or study and just goes out and parties or roams the street all day/night would be described in English.

However, I would actually translate صاحب صياعة ودشرة as one unit and render it: a hooligan and vagrant, or a vagabond and bum, or a party animal and hooligan, or any combination of synonyms of those words; best would be one that involves vagrant or similar as دشرة denotes wandering without a purpose.
