I note she does not place herself there first and foremost as the most appropriate carer for the children.

Who doesn't place here? Is it the social worker conducting the assessment or the applicant herself?

@ Asker It all depends on the wider context, which you have but we don't; certainly, the 'she' seems to refer to the applicant — but we have no information in the context you have given us as to whether or not she is in any way 'proche' to the children; in earlier questions, you have mentioned state-organized foster care (which would often be by a stranger), but are we now discovering that she is in fact known to the children?
I would think 'place herself' here would probably be 'se positionner' in FR.
