Reserved decision is a legal term which judges employ in delaying final judgement for a while.
Processes

After the hearing of a trial or the argument of a motion a judge might not immediately deliver a decision, but instead take time to review evidence and the law and deliver a decision at a later time, usually in a written form.

It is a more thought out decision compared to ex tempore where a judge hands down a decision of a case soon or right after a hearing.

The phrase "reserve judgement" is simply the legal term for "postponed the ruling to another day".

When a judge says decision reserved, it means that now he has heard oral arguments from the two attorneys or sides on the different issues involved in the matter and rather than reach for an immediate decision, the judge reserves giving the decision at a later date.

Na minha modesta opinião, é conveniente referir que se trata de uma decisão final pronunciada pelo tribunal/juiz.
Ele já ouviu as partes e as alegações dos advogados, determina uma data posterior para proferir a sua decisão ou o seu veredicto final.

Além disso, penso que a preposição "on" deve implicar uma data, pelo menos, foi assim que entendi, mas posso estar errada...
