il n’a pas d’indication
It is not intended for medical professions, but general managers.
I am therefore looking to avoid the recognised medical term 'indication' (FR/EN) as this is likely not to be understood. As translators, our primary role is of course to enable our target audience to understand the texts!
Here is the full sentence:
"Le masque n’est pas la bonne réponse pour le grand public car il ne peut être porté en permanence et surtout il n’a pas d’indication sans contact rapproché et prolongé avec un malade."
My working solution is "a mask is not prescribed unless there is ..."

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

: Turning it round this way changes the meaning: this would mean 'you are recommended to NOT wear a mask", which is different from "there is no recommendation to wear"

I see your point but it is still a typical medical sentence which is different from recommend not to wear a mask.

Discussion
I think you could say "It is not required unless there is..." — although 'required' is a bit risk, since some experts think it IS necessary, hence in the event of potential litigation, this point might be raised.
So perhaps you would do better to say "There is no recommendation to... unless..."
