What is the meaning of those "s"? seconds?

1. El dato de FC lo indicaría como entre 30 y 50 lpm (salvo que, por contexto, la precisión <50 resulte relevante y entonces, tal y como sugiere Raquel, deba indicarse entre 30 y 49).
2. El dato de PA es muy muy bajo. En todo caso, y como ya comentado por algunos compañeros, debe leerse como PAS 30-40, PAD 10-20 (presión arterial 30-40/10-20; sistólicas entre 30 y 40, diastólicas entre 10 y 20).

Entre 30 y 40 No funciona aquí como en las décadas. Acá se refiere a que la frecuencia cardía varía en ese rango. Para una persona en reposo, en apariencia, es un rango demasiado amplio si varía entre 30 y 49 pulsaciones por minuto

¿Aquí la "s" no funcionaría como en el caso de las décadas? Es decir, cuando nos referimos a "the 20s" puede ser tanto el año 21 como el 29. He visto textos en los que se menciona que la frecuencia está in the low 40s o in the high 30s. Por tanto, ¿con "in the 30s to 40s" no se referiría a frecuencias desde los 30 hasta a los 49?

These should be 2 questions. La "s" equivale a 'los' = entre los 30 y 40...

disagree Neil Ashby : "Presión arterial entre 10 y 30 mm Hg" is incorrect, it's "in the 30s over 10s" the systolic pressure is in the 30s and the diastolic is in the 10s, both in mmHg. But yes, the "s" refers to decades.
