@ Asker What it actually means is that this logic input (presumably) must not be 'taken low', i.e. pulled down to the '0' or 'Low' state, roughly 0 V during the reset sequence.
Sometimes this will be a hardware thing, as in a 'pull-up resistor' — but here it is clearly referring to a dynamic logic state
