How to tell the difference between "easy" and "pro" questions:

When deciding between easy and pro, err on the side of pro. Most questions will be pro.

: Note that in FR, a cuillère ç soupe is usually 10 ml, whereas and EN tablespoon is 15 ml — the 10 ml size is usually called a dessertspoon; it might be as well to take that into account here, as the quantity is already fairly small (for a dry ingredient)

Discussion
In FR, sadly, there is a great deal of inconsistency in the way these measurements are used — and if you measure an actual typical 'cuillère à soupe' here in France, more often than not, it comes out at around 10 ml. For liquid measures, this could be quite important (though of course, those are by definition 'level'!); in this instance, with a dry ingredient, it would actually be quite difficult to make it turly level (which is only really possible with finely granular substances like flour or sugar).
To avoid the problem here, I think I'd simply translate as '2 càs', leaving out any mention of 'level' — in this case, they are likely to be slightly rounded, and the overall quantity about right — in any case, this wouldn't seem to be recipe-critical, and the quantity even seems a bit on the low side to begin with.
According to Wikipedia: " a United States tablespoon is approximately 14.8 ml (0.50 US fl oz), a United Kingdom and Canadian tablespoon is exactly 15 ml (0.51 US fl oz), and an Australian tablespoon is 20 ml (0.68 US fl oz)."
A cup is 250 ml in Australia, Canada and New Zealand, 284.1 ml in the UK, 240 ml for the US FDA and 236.59 in the US generally.
Personally, I prefer my recipes to give measurements in metric units, not in cups and tablespoons. I've never worked out how big an onion is in recipes that tell you how many onions to use, but I take all my recipes with a pinch of salt.
