I am translating a piece about Argentina's transition to democracy in which the human rights movements, fearful that the military would be tried in military courts and that there would be no guilty sentences, wanted Congress to pass a "condena política". For example:

Por un lado, apareció el reclamo de condena política para las violaciones a los derechos humanos, que debía impulsarse a través de la creación de una comisión bicameral en el Congreso.

Puesto que la vía de la justicia militar hacía dudar de la posibilidad de alguna condena, la contundencia de los resultados de una investigación parlamentaria impondría la necesidad de un castigo. Este es uno de los sentidos de la expresión “condena política” y refiere a un castigo extrajudicial pero no irregular.

Además de su valor intrínseco, esta condena política sería una alternativa ante la incertidumbre respecto de la eficiencia de la justicia ordinaria y de la capacidad de acumular pruebas suficientes para producir condenas judiciales.

In my opinion, none of the "obvious" options work. "political conviction" means being sure of your political beliefs; "political sentence" doesn't mean anything like Congress passing a resolution that condemns an individual or institution for its actions... "political repudiation" is too general.

Anyone have any good ideas?

If there is a vote in the ... ...legislature (congress/parliament), where members manifest their disapproval of certain behavior, then in its often referred to as a vote of censure. That said, condemnation could also be an option, but censure is quite common (at least in the US).

Political condemnation

Not sure if it works or if you already considered it, but you yourself mentioned a resolution that "condemns" an individual or institution.
Note from asker:
I think that "political condemnation" works the same as "political repudiation". An article entitled "Broad Political Condemnation of Derry Car Bomb Attack" reads: "Public figures and politicians from across the UK and Republic of Ireland have condemned a car bomb attack on Derry courthouse in Northern Ireland." In the case of Argentina, they are clearly asking for more than politicians to come out and say "What the military did was wrong."
