l’entreprise générale

French to English Tech/Engineering Construction / Civil Engineering urbanism
This is a term used extensively in a book about French civil and urban engineering aimed at all the stakeholders in town planning. Here is an example:

Dans l’histoire du génie urbain : l’entreprise générale et la concession, deux modèles nés en France

I know it is generally translated as "general contractor/contracting" however in this work the author is specific about the particularity in France that l’entreprise générale combines the design and construction roles unlike the Anglo-Saxon model which separates them. Can anyone offer a term that would make it clear to English speakers that the French model combines these roles?
