non-monetizable

"Not all "costs" are monetizable, and non-monetizable, non-tradeable non-use values cannot be converted into money values. Costs may be non-monetizable either because they are outweighed by transaction costs or because they involve moral elements or values for which no appropriate exchange equivalents can be found".

cannot be measured with money

Human life has not just economic value, but also other values that cannot be measured with money, such as religious and social values.

The suffering caused by an accident or the loss of a spouse or a child cannot be measured with money, therefore it will always be a conventional amount.
