Spanish to English Law/Patents Law: Contract(s) Public Sector Contract
Can anyone help me to understand what this means? A couple of other people have asked questions regarding similar terminology, but none of the answers seem quite right to me (although I could be wrong). It relates to a contract for the rates of a company which provides services to the public sector. It seems to be saying that this organisation (una Sociedad Mercantil Estatal) is providing services for the Spanish government, and as such is considered as "medio propio y servicio técnico". I believe it to be saying that, while it is an independent body, for the purposes of the services being provided it is considered as being akin to the government's own resources. Firstly, am I correct in interpreting it as such, and secondly, how would I word this in English? Any help would be greatly appreciated.

"XXXXX (name of organisation) tiene la consideración de medio propio y servicio técnico de la Administración General del Estado y de los entes, entidades y organismos dependientes de ella, pudiéndose/e conferir por parte de estos las encomiendas que sean propias de las actividades que constituyen su objeto social."

Government agencies (administraciones públicas) employ civil servants (funcionarios) but sociedades mercantiles estatales are free to employ workers as and when required.

I'm in the middle of a translation that includes phrases such as 'de dicha Ley tenga atribuida la condición de medio propio y servicio técnico del mismo'. At the moment I've translated it as 'in-house provider', though depending on the suggestions you receive I might change it ;-)

It means that the entity has its own in-house staff.

Could anyone help me with the expression "medio propio y servicio técnico"?
It relates to an institution which claims to be independent from the State and often describes itself as "La condición de medio propio y servicio técnico de la Administración General del Estado"

or as I gather, something similar to "the status of being self-sufficient but receiving technical service from the Central Government"

Can anyone provide an opinion or a confirmation?

Es un término relacionado con las administraciones públicas, cháchara técnica pública para que nos entendamos y es la versión española del concepto anglosajón "in house providing"; capacidad auto organizativa, suministro interno.
Resumiendo "medios propios y servicio técnico" = recursos auto gestionados.

Thanks for the points! Although Guillermo's solution is right, it would have been too long to use in my translation, where 'medio propio y servicio técnico' was mentioned at least half a dozen times!

I think this is what it means. Hope it helps. You may need to adapt it a bit for the whole sentence, though.

In procurement, the term "Medio propio" applies to the provider of consulting services to a governmental organization on a permanent basis.
