"I don't think it means "registered". In Mexico (for example), when a functionary is referred to as "adscrito/a" (or "adscripto/a" as it's spelt here) it usually means they have a specific function within a government organization, but are "attached" or "assigned" in that role to another organization. I would presume that in this case it means that the notary is authorized to certify acts in this particular registry (perhaps to the exclusion of other notaries of the same jurisdiction, though that's pure speculation because this sort of arrangement for notaries doesn't appear to exist in Mexico)."

En este caso, podría ser Deputy to Registry ?
It says: Adscripta al Registro 2222 de CApital Federal.

It might mean 'registered', though 'registered in Register ###' sounds a bit strange, unless Register refers to a Registry Office and it means that the person is attached to it.
