Please note: no accent mark. This is a term that is absent from many dictionaries. The context is a bureaucratic/regulatory procedure connected with a clinical trial. There is a "relator" (rapporteur) but also a "realtoria", which seems to be some kind of office or group or process. That's a tricky one because 'relatoria' may mean either the rapporteur's function (reporting, as Lucas said, or the responsibility for reporting) or the rapporteur's position (the rapporteurship, so to speak). And as an extension of the latter, it may also mean the very person in charge of doing the report, i.e. the rapporteur.
My Dicionário Unesp says:
Sf. cargo de relator; incumbência de fazer relatório de.
While Aulete says:
sf. 1. Bras. Cargo ou função de relator.

For example, 'indicação de relatoria', as I understand it, means the appointment of a rapporteur.
