collèges fantômes

French to English Other Business/Commerce (general) Voting systems
Hello all,
This comes from promotional material for a company which helps to organise staff elections, in this case social and economic committee elections. I'm afraid I've no idea what collèges fantômes refers to, though obviously some sort of voting college. Grateful for any suggestions.
En cas de carence, chaque collège devra être doté d’au moins un siège titulaire et suppléant (absence de collèges fantômes).

It has to be an electoral college, probably representing one part of the company. Phantom colleges sounds OK to me.
Carence may mean that no one is appointed to the seats.

This is the preceding paragraph: Toute modification de la structure légale des collèges nécessite l’unanimité de la représentativité, calculée à partir des résultats du premier tour des précédentes élections.

carence? Is there any indication of what the "carence" would be? If not, my guess is that it means that even if no one stands for a given college, one representative and their deputy will be attributed to it anyway so that the members of that college are duly represented.

Although there is a book with this title, it appears to have no connection with voting systems!

At a quick glance, is there any possibility that this is a typo for "collègues fantômes"?
