Norwegian to English Tech/Engineering Construction / Civil Engineering
In specifications for water and sewer installations:

"Det settes av gren til alle eiendommer langs nye ledninger som terses."

I found these other examples elsewhere:

"Det settes av grenrør 40 mm iht. tegning som terses."

"Eventuelt kan det føres opp stakepunkt som terses i "teknisk nisje".

"2" galv. stålrør som terses i toppen"

Plugged Looks like terse is to cut and plug a new pipe pending further work or installations/connections to the plugged point.

I think this has something to do with being plugged/sealed for later use.
