Aquella crítica pudo tener su campo abonado cuando existían otros paradigmas, como el propiciado por la Unión Soviética, China y otros países asiáticos y de alguna manera proporcionaba un punto de vista políticamente correcto para la época. Además, proporcionaba una excusa, conjuntamente con las teorías de la dependencia, para dispensar la falta de desarrollo en América Latina, achacando esta situación a fuerzas exógenas a esos países (capitalismo).

There are probably umpteen ways of saying this (e.g., "that criticism might have taken root more easily, or "it might have been easier to make that case") but I believe that's the idea.
