Spanish to English Tech/Engineering Petroleum Eng/Sci Social projects for oil companies
OK, this is from a Mexican oil regulatory agency regarding social projects to be provided by oil companies. I have included the actual definition of the term within the document. I don't know if "license" or "certificate" are the most appropriate terms here, but am willing to go with one of those if you all think one of those fits. "Cédula" can be such an amorphous term sometimes...

By your description, "cédula" is used as a formal document that provides general information about the program, which gives it a closer meaning to the following synonyms (in Spanish):

código, regla, carta, precepto, edicto, cédula, decreto, constitución

Based on that, my choice (even though I am not a native speaker) would be "regulations", "charter" or "statute".
