@ Germaine, that's exactly right The US is fairly liberal in terms of who can celebrate/officiate at a wedding. Each state sets its own rules, and marriage licenses may contain instructions for officiants. West Virginia, for example:

PART 2. MARRIAGE LICENSE.
§48-2-201. Form of marriage license.

The marriage license shall be in form substantially as follows:

Marriage License.

State of West Virginia, County of __, to wit:

To any person authorized to celebrate marriages:

You are hereby authorized to join together in matrimony ___ and ___ [names]

Given under my hand, as clerk of the county commission of the county of __, this __ day of __, 2__.

§48-2-202. Endorsement and return of licenses by persons solemnizing marriage...

(a) The person solemnizing a marriage shall retain the marriage license and place an endorsement on it establishing the fact of the marriage and the time and place it was celebrated.

Anne-Lise, Si c’est la phrase complète, je crois comprendre que la licence en question autorise une personne à célébrer le mariage des personnes nommées et à attester que ce mariage a eu lieu (probablement en remplissant une section de la licence ou quelque autre paperasse) avec l’obligation de retourner l’attestation/la paperasse en question au bureau émetteur de la licence (je doute que le porteur soit aussi "autorisé à retourner au bureau confomément à la loi"!). Ça donnerait quelque chose comme: "Vous êtes par les présentes autorisé à unir par le mariage X et Y et à attester de ce mariage; veuillez renvoyer l’attestation en question à ce bureau conformément à la loi."
