I thought initially it might be "business clusters", but as you can see, the author uses "conglomerados industriales" for this.

Think you're right with cluster. Search for "clusters o agregados". They appear as 'synonymous'. The ref in the source could point to agregados rather than conglomerados.

I know this is a long shot, but if "agregado cultural" is a cultural attaché, it might lead one to surmise that "agregados empresariales" could possibly be a fancy way that people in that region/country might use to refer to business consultants?

I'd be fairly confident in saying that "agregados empresariales" is what is meant by "clusters".
A conglomerate is something else entirely, look:
