In my opinion, it's definitely not describing the world using poetry.
It's not quite clear, there is a kind of confrontation between two speakers expressed in the phrase "А я стихи пишу".
The first speaker is a lady (adjective "счастлива"), who is happy with what she is doing (drawing/depicting/sketching the world). The word "запечатлевать" could be another word for "рисовать". The other one (he/she) is composing poems
Also, the speaker is a she.
