This is from an ILO document. As the article explains, it is a translation of an English term, but the most fitting phrase to me seems to be simply "within reason".

En este apartado, también se llama la atención sobre la técnica legislativa conocida como cumplimiento “razonablemente factible” (expresión que aparece en la mayoría de las legislaciones de los países de marcado corte anglosajón), cuyo sentido radica en que la ley no puede exigir al empleador un absoluto, desmedido e ilimitado deber de seguridad ni, por ende, una responsabilidad meramente objetiva, sino que ambos conceptos deben estar en consonancia con las circunstancias de cada caso o el avance de la técnica.

agree Charles Davis : That's the UK health and safety term, also used in Ireland, Australia and NZ, though not the US. It's almost certainly the phrase they're referring to.
