yes "a high" as a noun meaning a local peak on a curve is a kind of "local maximum", but if it's just the plain adjective "high", then there are no reasons to assume any "maximum" [="highest"].

@ Daryo I agree that it should not be an automatic assumption — though do note that 'a high' is just occasionally used in this sort of way, cf. things like 'an all-time high' etc.
