Agneta's right in that it's a name, but I would still put the above in [.] once to give an idea of what it means. I think they use the word "sluice" because that's where things are sorted into different categories or it's determined who needs what, etc. Just them using a medical-related term to describe what happens.
The above is what I'd do at any rate (UK English).

neutral Agneta Pallinder : Even if it is true that "sluss" and "sluice" are cognates and both going back on latin "excludere", in contemporary language they emphasise different aspects. "Sluss" puts the emphasis on "forwarding" and is not a particularly medical term like "sluice".
