My question is: Is this a special type of insurance policy or is it just translated as "excess insurance" or "additional insurance".

Having worked in the insurance industry for many years, I agree with you that excess insurance would fit in this instance. Excess insurance usually refers to insurance coverage which is above that provided by the primary (original) policy. That seems to be the meaning that is intended here in the French sentence.

neutral philgoddard : I'm not sure about this. Your reference says it's for risks not covered by an existing policy, such as flood. But the limited context suggests it may simply provide a higher sum insured than the cover that's already in place.
