Imperative to do what? My interpretation below depends upon there being something to be witnessed. The Asker has only given us very limited context. However, I read what she has given as supplying the following things that are to be witnessed:
(1) Final as-built drawings
1) Machine equipment facility (Unit assembly drawing, parts manufacture drawing, etc.)

When you sign a handover/acceptance certificate, you are certifying that the physical objects (buildings, machinery etc., as well as all the necessary documentation, have been provided and are in order.

It's an instruction and "witness" is a verb in the imperative.

"at the time of" would introduce some action, specifying the time when the action is happening, so there must be some verb nearby, and there must be some verb BEFORE a list of actions of be performed, so either

acceptance witness
acceptance
witness

MUST be a verb - so not much options that would make sense:

at the time of acceptance = WHEN

witness = WHAT to do / a verb in the imperative mood

followed by a list of objects of that action.

Ce qui me gène c'est l'ordre des mots. Car pour moi, witness n'est pas un verbe car tout le reste du document commence par un nom
