As indicated in the source text. I believe dead bed is literally just a shelf within the machine. In Ref. 1, there is even a description of these as dead bed shelves. Sort of guessing at the idiomatic usage here, the usage of dead refers to the material no longer moving, and the usage of bed refers to its resting place on the shelf. Anyways hope this helps.
