I'm translating a quite technical article on town planning in the last century which includes this statement: "I quartieri residenziali nel secolo scorso erano stati costruiti con schemi urbanistici basati su una sperimentazione spaziale riconducibile all’idea di una “città per parti”". Reading here and there in internet, I have an idea of what this "città per parti" actually is, but I can't find the equivalent technical term in English (if it exists). Any idea? And thanks in advance.

Many thanks to you all for your suggestions, but I'll be closing the question without grading as the client has instructed me to cancel the reference altogether as "poco comprensibile" to the target audience. Sorry :-/.
context could you give a bit more context please? otherwise it's a guessing game. If the article talks about housing developments it's important to understand a bit more.

Nothing that I think is going to help much. Before the article talks about the large amounts of public money spent on housing developments after the war, then afterwards it talks about the speed with which these housing developments were constructed, often with low quality materials and technology. It then goes on to talk about quite different topics.

Yes, actually I think "city by parts" might be best, as I've found it too.
