used by this company it just shows how much they are used to "making the law" when it come to determining the price of the milk they are buying - can't see any real "negotiations" here ...

: That's all very well if it is price lists towards their customers; I'm not sure if 'price list' is really quite right if in fact it refers to the rates at which they are buying in their milk. This seems to be the ambiguity here!

nothing explicitly saying that it's about the prices for inputs, but this same company is very likely to get the same treatment from its own clients - big supermarket chains that push around any smaller company, however it might be "big" locally. Thanks!

C'est soit "passé" comme forme éliptique de "passé contrat" ou "passé des accords sur les prix", soit "passé" au sens de "achieved". Seul le contexte peut en décider. Mais je penche pour la première possibilité.

As usual, more context would almost certainly help here; to start with who are 'we'? and is there any explanation of to whom they may have 'passé' these 'tarifs'?
I can think of different ways this might be interpreted, depending on the parties invovled...
