Pax Giovanni, I don't really see much difference between manager and clerk, especially in terms of the translation of the Spanish term "técnico", which is applied willy-nilly even in the least technical of jobs. For example, I'm a translator, but I sometimes describe myself as a "language consultant" simply because some people may find it more intriguingly "professional".

Having said that, I do admit that "manager" has more of an ear of authority/responsibility about it. I suppose the term you use will depend on how highly you value the job being done.

Correction: "air of authority"...

buyer
Podría ser así de simple. De https://en.wikipedia.org/wiki/Buyer :
"In product management, the buyer is the entity that decides to obtain the product. A buyer's primary responsibility is obtaining the highest quality goods at the lowest cost. This usually requires research, writing requests for bids, proposals or quotes, and evaluating information received."

En España, http://www.aerce.org/ofertas-de-empleo :
"

Purchasing/Procurement Clerk
I don't think it's the manager they're referring to here.

We've had 'tecnico' many times before
It's often been translated as "technician", though I don't feel this is really appropriate, since the English word usually relates to technology. You can also say "officer", or "assistant", or "specialist".
"Compras" means "purchasing", but you probably know that.

Note from asker:
I know compra is purchase, but técnico.... that was the problem Phil. |
I thought it may be a specialist, with a specific terminology for purchasing for projects Phil. |
