Ah, sorry, I thought there was a certificate on file at the notary's office. If the certificate on file is actually from a notary's licence, then the wording should be "pažymos kopija lieka pas apskrities sekretorių" (a copy of the certificate remains on file at the county clerk's office). There is no super precise way to translate "on file" in Lithuanian, it's always context-dependent.

Thank you. It's a standard line from a Notary's Public license here, in the US. Meaning that the notary's license was registered in and remains on file with a certain county clerk's office.
