Ah, sorry, I thought there was a certificate on file at the notary's office. If the certificate on file is actually from a notary's licence, then the wording should be "pažymos kopija lieka pas apskrities sekretorių" (a copy of the certificate remains on file at the county clerk's office). There is no super precise way to translate "on file" in Lithuanian, it's always context-dependent.
