The numbers "00.00 - 24.00" would seem to mean "from midnight one day to midnight the next".
Is that how the heading should be interpreted, or is it saying something else (e.g. the maximum resolution time within 0-24 hours)?

A pro question is anything else... in other words, any question that requires knowledge or skills that are specialized (even slightly).
Another way to think of the difficulty levels is this: an easy question is one that deals with everyday conversation. A pro question is anything else.
When deciding between easy and pro, err on the side of pro. Most questions will be pro.
* Note: non-member askers are not given the option of entering 'pro' questions; the only way for their questions to be classified as 'pro' is for a ProZ.com member or members to re-classify it.

Typically for all-day service providers, like public transport, 00.00 is the start of the service day and 24.00 comes towards the end. But I once worked where a shift could start at say 18.00 and end at 26.00 (tho my body told me it was 2 am). This simply meant that I worked according the schedule for the service day (date) that started 26 hours previously.
'Midnight to midnight' might also do, but you don't need to belabor the point with more words.
