"…elaboración de planos generales de derecho de vía y latiguillo de situación legal-registral-catastral…"

The document is a certificate issued by the Ministry of Public Works of El Salvador, attesting to the satisfactory completion of a road construction/upgrade project.

I have searched extensively and can find no meaning of 'latiguillo' that would fit here.

Any ideas? Thanks.

I wonder if it refers to the sense of 'usual' or 'oft-repeated' .. maybe even 'standard'..
Something like ..
'the usual provisions regarding it's/the legal situation and status on the real estate and property tax registers'

colour-coded progress map

This seems to be a bureaucratic jargon term used by the Salvadoran Ministry of Public Works:

"En el caso de las carreteras, el latiguillo es un esquema que indica el avance de una construcción por medio de colores. El blanco, por ejemplo, indica que la obra no ha iniciado; el naranja representa los desalojos de tierra; el rojo los rellenos de tierra; el celeste la colocación de tuberías y el negro la colocación de la primera capa asfáltica. A un lado de cada color hay un porcentaje que indica lo ejecutado de la obra."

I've found one other example from El Salvador in the Condiciones Técnicas for a road-building project, but it doesn't clarify the meaning, except to confirm that it's a map or plan:

"Se deberá presentar un latiguillo en donde se muestren todos los deterioros de la vía, a escala adecuada; los deterioros deberán ser clasificados y cuantificados."

Maybe you could leave out the "colour-coded" part.
