As 'transitar' doesn't appear to have a technical meaning here, I'd be inclined to go with something along these lines, which collocates nicely with 'challenges'.

My suggestion of 'resides in' is consistent with Veronica's 'located' and may also address any (personification-related) stylistic effect(s) intended by the author.

That is, 'transitan' may have been used to produce a certain stylistic effect often seen in (persuasive) texts in the social sciences and other areas of that 'middle stream' (see Discussion) between literary and non-literary translation. Similarly, in her discussion of 'scholarly translation,' Marcia Nita Doron states: 'On a creative scale, it lies between the literary and the technical'" ('Metaphor and Agency in the English-Spanish Translation of Texts in the Social Sciences' 18).
Thus, I'd say we should strive to convey this subtle (personification-laden) stylistic effect; that said, doing so with anything related (motorized) movement may not lead to the most natural-sounding options, hence my 'reside in' (pensando en 'radicar' y 'radican en el uso de...').
