permanenza della condizione temporale

Having a difficult time with the second sentence.

I ratei e risconti sono stati calcolati sulla base del principio della competenza, mediante la ripartizione dei ricavi e/o costi comuni a due esercizi. Nell' iscrizione così come nel riesame di risconti attivi di durata pluriennale è stata verificata l'esistenza ovvero la permanenza della condizione temporale.

The existence assertion in this context I understand. However this second part, permanenza della condizione temporale, I cannot seem to understand. Could well be fatigue! ;-)

More broadly: l'esistenza ovvero la permanenza della condizione temporale = the existence and the period of applicability of the time condition.
Alternative: the existence and the duration of applicability of the time condition.
Alternative 2: the existence and the duration of the time condition.
(Comment 1: I think "ovvero" should be translated "and" in this context, but "or" would be acceptable.)
(Comment 2: "temporal condition" does not sound like idiomatic English. "temporal" might be defensible if it fit some special definition that the author presented in detail. Similarly, "timewise condition" is not idiomatic in this context.)
(Comment 3: There seems to be a predilection among some software writers for the term "temporal condition" to describe some governing provision that has time constraints. I do not think this extends to the accounting field.)
