W 1832 w Wielkiej Brytanii uchwalono prawo wyborcze w miastach, które dopuszczało do głosowania tylko właścicieli nieruchomości z czynszem rocznym 10 funtów szterlingów. Pozbawiało to prawa głosu wielu drobnych kupców i rzemieślników, robotników pozbawiało prawa do głosowania całkowicie.
