Promedio del Subnivel de Educación General Básica Elemental, Media y Superior

I know this is a long term, but I had to put it all, otherwise it would not make sense. This is the exact way it is written (commas included in the right spaces).
My best guess is:
"Average grade of the Sublevel of Elementary, High School and Superior Basic General Education"
Does this make any sense?

Note: later in the text we have: promedio de los 3 anos de bachillerato -- Average grade of the three years of High School

for clarification I would put in parentheses the grade levels, either after each sublevel, or at the end of the whole thing (2nd-10th years of schooling/ages 6-14). The amount of clarification would depend on how precise the audience needs the info to be.

Grade Average for General Basic Education: Elementary, Middle and Superior Sublevels

Educación General Básica is the umbrella term, this goes from 6 years of age to 14 years of age
This General Basic Education has been divided in (being each a sublevel):
Elemental =Elementary
Media = Middle
Superior = Superior (NOT High school)

THEN comes bachillerato, (15 to 18 years of age) which is the equivalent to high school

Educacion General Basica is equivalent to Primary Education, at least in Spain

La Educación General Básica en el Ecuador abarca desde primer hasta décimo grado, a través de los cuales los estudiantes adquieren un conjunto de capacidades y responsabilidades a partir de tres valores fundamentales que forman parte del perfil del bachiller ecuatoriano: la justicia, la innovación y la solidaridad.

Los estudiantes que terminan este nivel, serán capaces de continuar los estudios de Bachillerato y participar en la vida política y social, conscientes de su rol histórico como ciudadanos ecuatorianos.

El nivel de Educación General Básica se divide en cuatro (4) subniveles:
1.Preparatoria, que corresponde a 1.º grado de Educación General Básica y preferentemente se ofrece a los estudiantes de cinco (5) años de edad;
2.Básica Elemental, que corresponde a 2.º, 3.º y 4.º grados de Educación General Básica y preferentemente se ofrece a los estudiantes de 6 a 8 años de edad;
3.Básica Media, que corresponde a 5.º, 6º. y 7.º grados de Educación General Básica y preferentemente se ofrece a los estudiantes de 9 a 11 años de edad; y,
4.Básica Superior, que corresponde a 8.º, 9.º y 10.º grados de Educación General Básica y preferentemente se ofrece a los estudiantes de 12 a 14 años de edad.
