Traditionally the prefecture as being the City Hall and the prefect as being the equivalent of a mayor and commissioner until recently; now the prefectures and prefect are analogous with the figure of Town Clerk.


And Phil is correct: Prefectura del Municipio Libertador” is not “Chief Administrative Officer”. The Prefectura is "Prefecture", a body/entity, not a person.

Explanation:
I'm aware that a "prefectura civil" is a "municipio", but there is something lost in the process of simplification.
A "prefectura civil" is the counterpart of a "prefectura militar", and originally "prefecturas militares" were granted in custody to a religious group, and thus they became a "prefectura civil".
In this case, the "Prefectura Civil" is not any municipality, but the "Prefectura Civil de la Parroquia de Santa María".
I know that for legal matters it is probably the same to denominate it "Municipality" or "Civil Prefecture", but I feel that there will be something forever lost if we choose to translate it for its current equivalent, and not for the old-fashioned, perhaps farfetched, literal equivalent.

agree Robert Carter : Interestingly, the key here is that in Venezuela the "prefecto" is appointed by the federal administration, while the "alcalde" is a local elected figure.
