I'm not sure how this would be phrased in English other than to say they reported their absence or simply "were absent" or "not in attendance"? For an event like a wedding I know it would be sent their regrets. Thank you in advance.

: The classic formula in the UK is "Apologies for absence were received from..." (I speak from long experience of minute-taking), but I don't know what they put in the US.
