Delaware. The third is related to the second, they are in the same paragraph, so I guess the idea of "в начале" is correct. It goes as follows:
"For all repair services to be performed by XXX, YYY agrees to pay 40% of the estimated repair cost at induction. At completion of repair and issuance of Airworthiness Certificate (8130 or equivalent), relevant XXX repair shop will notify YYY of final amount to be invoiced. Completed component will be shipped upon receipt of final payment. In the case of parts repaired directly by XXX, in the event final payment has not taken place within 60 days of notification of final amount to be invoiced, the relevant XXX repair facility shall inform YYY about its intention to take title and sell the material to be specified by XXX. If YYY does not pay the due amount for such material within the following 30 days, XXX may take the title and sell the material. Upon any such sale, YYY will be paid such sales proceeds less the final repair cost net of the 40% deposit paid at induction. XXX and YYY will work together to induct current components on a timely basis."
