I have seen that in a legal context "adhesivo" can mean partial and there is such a thing as a partial appeal.

You don't say which country this is from and whether you are translating for UK or US which would be helpful.

I am putting a low confidence level as I am not sure of the correct wording but as I understand it one person has brought the "recurso de amparo" (quejosa y recurrente) but these other claimants/plaintiffs (recurrentes adhesivos) are also affected by the alleged violation of rights and so have joined the appeal.

I suspect that complainant is used as it is a complaint against the administration rather than an appeal against a prior decision by a court.
