All runoff from any batching areas will be strictly controlled so that contaminated water does not enter stormwater or run-off into nearby surface water systems. Plastering boards and mixing trays will be used at all mixing and supply points. Cleaning of equipment and flushing of mixers will not result in pollution of the surrounding environment

: That would translate 'plasterboard' — from the explanation given here, this would be something quite different.

This is another name for a plasterer's hawk, which (for right-handed plasterers) is held in the left hand, with the surface horizontal to hold the mixed plaster, while plaster is taken off it with the trowel held in the right hand and applied to the surface being plastered. It is not a "taloche", which is either a trowel for application or a float for finishing.
There is a video of one being used on this website: http://www.dekortools.com/fr/urunler.php?konu=incele&ID=776

Also see Termium Plus entry for "hawk" or "mortar board". (Avoid the birds by filtering for construction tools).

Note that the plasterer in the video does, after applying 2-3 m2, smooth down the plaster with the hawk (which might be why this particular one has a slightly angled handle). However, a float would be used to get a proper finish.

Note this is a set of instructions about good practice when plastering and the prevention of pollution, waste and general mess. This is absolutely not about plasterboard installation, which is a dry trade, but about the wet trade of plastering. Offcuts of plasterboard are not treated this way, they are thrown into a dedicated skip and returned to the manufactuer for recycling as new plasterboard.

: I don't think this is consistent with the source text, which says nothing about actually applying plaster: "...at all mixing and suply points". I don't believe this ia a hand tool at all, and its purpose is to avoid pollution.

On the contrary, it's perfectly consistent with the source text, especially in conjunction with " mixing trays" (from which plaster is put onto a hawk). Plaster not applied quickly, is wasted. Using a hawk avoids dropping & thus waste, mess and pollution.
