Agree with Charles Davis Yes, I can see it now. I agree with Charles, there is not necessarily a word missing. It's simply a misspelling.

But yes, you need to supply a verb in Spanish, and "determinar" is a good choice, I think.

Agree Error for "whether or not".

I don't think there's a word missing; it makes sense without a verb. "Whether or not a partnership is where it needs to be" is a noun clause, meaning something like "the question/issue of whether or not a partnership is where it needs to be". What role do you have in that?

misspelling? The only thing I can think of is that it's a misspelling of 'whether or not', which seems to be quite common in Google searches, AND there is a word missing like 'determining', which would make your translation accurate.

rather tiene aquí la connotación de preferencia, preferir.
