This is a wordy title. You could say "inscribir" just means "register" but it doesn´t sound right to repeat the Word in one sentence. According to the CLUNI website it seems clear they are talking about non-profit entities.

To put this last number in context, on that same year there were around sixteen thousand CLUNIs and a bit over six thousand DAs (Layton 2011).
