the point made is about the cacophony of different versions/settings from one system to another nothing more;
no one is saying that it's not working - it might be and probably is a right pain the neck to have to work with various versions of the same system/software but it's still working, which would NOT be possible if there was any "incompatibility"
"réglages et configurations de systèmes et d'applications incompatibles" would mean guaranteed gridlock - which would warrant the use of a term somewhat much stronger than "inconsistent"

: Although I have some doubts, like Gilles, as to the exact suitability here, this certainly couldn't be ruled out inasmuch as its basic sense, rather than simplistically 'different', is more like 'diverse' or 'heterogeneous', much closer to 'inconsistent'
