There are over one million Mexicans working in over 3,000 maquiladora manufacturing or export assembly plants in northern Mexico, producing parts and products for the United States. Mexican labor is inexpensive and courtesy of NAFTA (the North American Free Trade Agreement), taxes and custom fees are almost nonexistent, which benefit the profits of corportations.

The term "maquiladora" is fairly well known in the U.S., so I would use it (in italics) and then gloss it.

There are maquiladoras in other Latin American countries as well. El Salvador and Honduras come to mind.

cross-border factory / offshore factory / sweatshop

"Cross-border factory" (or "offshore factory" depending on the location of the company sending the work abroad) is a more self-explanatory translation, so it's one to think about depending on the target readership (people for whom "maquiladora" may not be such a familiar term).

"Sweatshop" might be another option, depending on the context, i.e. if you know it's meant in a derogatory sense.

The formal translation I use for "maquila" in most documents where I see it (business documents) is "in-bond manufacturing" and for "maquiladora" it's "in-bond manufacturing plant", but that clearly wouldn't work here.
