Unlike in Units 1, 3 and 4, the Unit 2 reactor building was still covering the Unit 2 spent fuel pool, and consequently the spray method for replenishing pool water could not be used for Unit 2.

Unit 2 reactor building had not had its roof blown away by hydrogen explosion, so the roof did prevent spraying water into the pool from above
This assumes that you are still working oin the Fukushima Daichi accident, see this report describing the helicopters used to drop water onto the spent fuel pools of buildings 3 and 4, with "building housing reactor No. 2 was "slightly damaged"":
