I think this refers to what we could call 'overboekingen tussen eigen rekeningen' in Dutch, i.e. transactions between accounts held by the same natural person or legal entity. Refer to D-box and see also the links below.
The payment deposits and transfers 'by self to self' referred to in the source sentence seem to be similar to the exempt transactions referred to in the following circular issued by the Central Bank of Nigeria (CBN):

The Central Bank of Nigeria (CBN) has instructed all deposit banks (DMBs) and financial institutions operating in the country to begin placing a N50 charge on every bank deposit of 1000 and above.

Discussion
As far as I can see, references to 'transfer by self to self' or more fully 'transfers made by self to self' appear in publications about a circular issued by the Central Bank of Nigeria earlier this year. See for instance http://venturesafrica.com/cbn-introduces-new-tax-on-transact...
But then again, there's quite a few typos in the source, which makes it hard to say anything conclusive about this. Further context would also be helpful.
